The leading search engine, Google, looks more at what other sites are linking to your site. Google's page ranking system relies heavily on link popularity. Your site will be assigned a PageRank, the highest rank is 10 and the majority of quality sites rank at least 4 and above.
Webmasters often link to pages that other people find are valuable resources, logically these pages are ranked much higher than those pages that are of low quality. Essentially all Webmasters these days are aware of the benefits that quality incoming links have on building traffic.

It is a much better idea to have lesser links as long as they are similar in content and topics like yours.

The best way to select a quality linking partner is to see if their site is ranked within the top three pages of returned results for popular legal key word phrases. It also helps to search by your specific geographic area.
